CONSTRUCTION PROJECT QUALITY INSPECTION - KDAC

The quality of construction works, and construction materials often gradually degrades during use, requiring periodic inspection over time. Investors need to conduct construction inspections to assess the actual quality of the works, thereby serving as a basis for using and exploiting the works or having measures to reinforce and repair (if necessary), ensuring that the works can bear the load and are stable in the long term. Through this article, A Chau will present in detail the work of construction quality inspection so that customers can have a more comprehensive view:

1. What is construction quality inspection?

Construction quality inspection or construction inspection is a survey which used for monitoring and testing activity to determine the actual quality, bearing capacity, cause of damages and other technical parameters of components, parts of construction work, or construction works to serve the needs of the Investors of users.

Construction quality inspection is an extremely important task that helps predict and detect early risks and existing damage, thereby having timely treatment plans to improve the efficiency of the project.

2. Five major purposes of construction quality inspection

3. Cases requiring construction quality inspection:

Construction quality inspection needs to be conducted in below cases:

  • When the building changes its function in the direction of increasing floor live load
  • Before the project is renovated: Raising floors, dismantling pillars, beams, floors, etc.
  • When installing additional equipment on the floor or solar panels on the roof.
  • When the construction project shows signs of not ensuring quality, there is not enough basis for quality assessment and acceptance.
  • When the construction project reaches the end of its design life, and the owner of the project wants to continue using it.
  • When the construction being exploited or used shows signs of danger or is not safe.
  • Construction inspection for maintenance work.
  • After incidents caused by natural disasters or fires, there are signs of affecting the structure of the building.

4. Contents of construction quality inspection:

  • Quality inspection of construction parts or the entire construction project;
  • Construction quality inspection to determine the cause of damage, the cause of incidents, and the service life of construction components and construction works;
  • Construction quality inspection to determine parameters of construction materials, construction components, and construction products.

5. Construction quality inspection process:

Step 1: Receive information and inspection requests from customers

Investors and customers who need inspection could contact A Chau. Through discussion, A Chau will understand the needs and purposes of the inspection and some basic information about the project: Scale, location, structural characteristics, etc.

Step 2: Preliminary survey

The purpose of this step is to collect more detailed documents about the construction. A Chau implements direct observation to make a preliminary assessment of the level of damage, diagram, type of structure to build an inspection outline and quote the cost of implementation.

Step 3: Create an inspection outline

After understanding the needs, inspection purposes and actual quality status of the project, A Chau will develop an inspection outline including inspection costs.

The investor or customer will evaluate the inspection outline (with inspection cost quote) as a basis for selection and signing off the inspection contract.

Step 4: Detailed survey

After inspection outline been approved by investors, A Chau will assign a team of engineers and architects with appropriate experience and capacity to conduct a detailed survey of the project structure with the following basic contents:

  • Check the actual status of the project: Structural details, components, and cracks that may affect the quality of the existing project.
  • Check the geometric dimensions of components, measure and draw the overall premise of the construction.
  • Test to determine material properties through destructive or non-destructive testing
  • Check deformation, displacement of components and the entire structure.

Step 5: Calculate, evaluate the quality of the project and prepare an inspection report

Based on the results obtained during the detailed survey, we synthesize and analyze the data, calculate and evaluate the actual quality of the construction.

The inspection report will include the following contents:

  • Current quality of the construction structure.
  • Conclusion on the bearing capacity of the construction structure
  • Some recommendations from the inspection consultant for customers and investors.

Step 6: Receive feedback and answer inquiries from customers

After completing the inspection report, A Chau will send a soft copy of the inspection report to customers and investors for preview and answer inquiries (if any) from investors and customers. After agreeing on the results, an official publication will be issued with a confirmation stamp from A Chau.

Step 7: Hand over documents, finish inspection process

A Chau will hand over the inspection report according to the quantity required in the contract, carry out contract liquidation procedures, and finish the work.

6. Contents of the construction quality inspection outline:

Depending on inspection purposes, the construction quality inspection outline will have different contents, but basically includes the following main contents:

7. Construction quality inspection period:

The construction quality inspection period depends on the scale and location of the construction and the purpose of the inspection work. This period usually last from 5 to 15 days including:

  • Time for surveying, testing, collecting field data: 1-3 days
  • Time for testing, processing monitoring data: 2-4 days
  • Time for calculating and preparing construction quality inspection reports: 2-8 days.

For each project, A Chau will send the customer a clear progress schedule along with a construction quality inspection outline.

9. Construction quality inspection costs:

Determining construction quality inspection costs:

  • For projects related to the state budget: Construction quality inspection costs are determined by making estimates based on volume, norms and unit prices following current regulations.
  • For private projects: Construction quality inspection costs are determined based on volume and competitive private market unit prices.

Who must pay for construction quality inspection costs:

  • During the construction process, the design contractor, construction contractor, supply contractor, etc. must pay for the cost of inspection if the construction quality inspection results prove that these contractors are at fault. For the remaining cases, the cost of inspection is included in the total investment in construction.
  • The owner or the manager, user of the construction is responsible for paying the cost of construction quality inspection during the exploitation and utilization process. In case the inspection results prove that the fault is the responsibility of any relevant organization or individual, those organizations and individuals must bear the inspection costs corresponding to the fault they caused.

10. Responsibilities of the concerned parties when engaging in the inspection process:

  • The investor, the organization or the individual using the construction: Responsible for organizing and selecting construction quality inspection.
  • Consulting unit (if any): Responsible for inspecting and supervising the on-site inspection process.
  • Construction quality inspection unit: Responsible for performing construction quality inspection objectively, accurately and in compliance with legal

11. Criteria for implementing construction quality inspection of A Chau:

Construction quality inspection is implemented based on 3 core criteria:
